Parliamentary Procedure

1. Roll Call
Roll call is a procedure where the chair takes attendance by alphabetical order of the delegates' countries. the delegates must answer by saying, “present and voting”.

2. Set agenda
Setting the agenda is when the committee votes to start with the topic.

3. Open Speakers' List
This motion is used to open the speakers’ list on the topic. The Chair must approve the motion. Delegate must raise their hands in order to be added to the list. Speakers will go to the floor to present their position papers. Speakers are added to the list by an order determined by the Chair.

4. Setting a Limit on Speakers' Time
This motion is used to set or change the speakers’ time limit.

5. Point of information
Points of information are used to ask a question to the speaker. The motion is made through the chair and may be overruled if the chair finds it irrelevant or inappropriate. It must not be debated and there is no vote.

6. Point of Commentary
Points of Commentary are used to comment about the speaker’s paper. The speaker can’t answer said comment.

7. Point of Personal Privilege
Points of Personal Privilege are used to make a diplomatic complaint about anything related to the rights and comforts of the members of the committee.

8. Moderated Debate
The moderated debate is when the delegates speak to each other while moderated by the chair. Delegates must either adress another delegate/delegates or the whol committee. The motion must have the majority of the committee in favor to proceed.

9. Unmoderated Debate
In the unmoderated debate, formal debate is temporarily suspended, giving the delegates the freedom to speak to each other about what was earlier discussed. The undmoderated debate is commonly used to formulate draft resolutions. The motion
must have the majority of the committee in favor to proceed.


10. Adjourn the Session
Adjourning the session means ending the session or debate temporarily. To do so the majority of the committee must be in favor to proceed.

11. Close the Session
Closing the session means ending the session or debate permanently. To do so the majority of the committee must be in favor to proceed.
